A study on support plan based on the analysis of complex poverty history of women in Seoul

Kuk-Mi-Ae

Research Fellow, Policy Research Department

What should be the purpose of poverty policy? Starting from this question, this study aims to understand the unique conditions of women’s poverty through a historical approach that identifies the complex factors and nature of poverty in different time periods and areas. The researchers analyze documents of the Korea Welfare Panel gathered over the past 8 years and conduct interviews with women in diverse economic situations. Based on the analysis results, this study sets the vision for relieving women’s poverty as "Living together ‘here in Seoul’” and suggests three approaches to the problem: viewing poverty through a comprehensive and historical lens; connecting villages with community resources; and taking a gendered approach to the welfare standard of Seoul citizens. The study also proposes policy tasks for each area.
