This study evaluates the key features, strategies, main performances, and limitations of women and family policies of the Seoul Metropolitan Government(SMG) between the 5.5th and 6th terms of local government election and presents a vision map of gender equality policy of the 7th term of SMG local election in terms of the vision, directions, goals, strategies, and key areas. New tasks are discovered in the overall direction by dividing key areas into five areas as follows; gender mainstreaming, safety/human rights, jobs, work-family balance, family? children, and child care(nurture). After the 5.5th term of local government election, we examined the public's opinions and awareness about the policies of women and families of SMG, and thus, we provide measures to enhance the use of policies and presents policy recommendations that reflect the needs of Seoul citizens. This study shows the analysis of the performance and limitations of women and family policy affairs in the 5.5th and 6th terms of SMG local elections into five categories; gender mainstreaming, safety and human rights, jobs, family building, family. children, and child care. We draw a policy direction of 7th term of SMG local election through SWOT analysis on environment of women and family policy in Seoul. We evaluate the women and family policy of SMG and understand the needs of Seoul citizens. The vision, goals, strategies, and detailed tasks of the 7th term of SMG local election are presented in five areas. This study aims to enhance the public's sense of policy by surveying the public's awareness/satisfaction level and demands for the Seoul Metropolitan Government's women and family policy. For the survey, 1,000 adults between the ages of 19 and 65 living in Seoul were allocated by gender, age and area of the City. The survey was conducted based upon online, but a face-to-face survey was conducted over the age of 60. We conducts advisory meetings on overall policy directions and detailed executed plans for the 7th term of the SMG local election for scholars, experts, activists, and government officials in working on gender mainstreaming, jobs, safety, work-life balance policy, and child care policy and services. Through the policy environment analysis, the vision of women and family policy for the 7th term of local election in Seoul is set to "Making a Gender-equality[Gender-specific] City of Seoul with Every Citizen” It reflects the city's commitment to make a bigger change for gender equality, reflecting the city's "along with the times, alongside the citizens”. It also emphasizes the need for participation and cooperation of various actors to create a gender equality city. The 7th term of SMG’s women and family policy sets the three major goals of "safety to gender equality”, "labour to gender equality”, and "care to gender equality”, and also sets the policy areas of "strengthening the perspective of gender equality in SMG administration”, “Working in equal for every Seoul citizen”, "Achieving gender-specific safety and Women’s Safety Metropolitan City of Seoul”, and "Respecting Family Diversity and Development of community-based Care System” A Vision System for Women and Family Policies of SMG Vision Making a Gender-equality City of Seoul with Every Citizen Together!
