Current Status of Working Environments of Substitutes and Supporting manpower in Seoul Childcare Centers and Plans for their Improvement

The purpose of this study is to analyze the working conditions of childcare center substitutes, visiting nurses, safety managers, and field work assistants to find various policy measures to prepare improvement measures for actual mitigation of work on childcare field. For this purpose, we conducted a survey of 244 substitute teachers, surveyed 212 directors of daycare centers, and conducted interviews with 15 dispatched staff (visiting nurses, safety managers, and field work assistants). As a result of analysis, first, it was experiencing unstable employment due to short - term contract. Second, treatment was lower than similar jobs. Third, it was shown that they experienced unfair treatment due to the blindness of the field. Fourth, demand for manpower support was high due to mismatch of supply and demand. Fifth, it was revealed that confusion was experienced due to unclear work standards. Based on these results, this study set "Creating a safe and sound working environment through the establishment of a sustainable working environment" as a policy vision, and proposed detailed plans for securing employment and labor rights, expanding capacity building, stabilizing demand and supply structures and streamlining operations.
