A Study on the Actualization of Child Rights Protection System in Childcare Centers in Seoul-Focusing on the System of Senior Teacher System for Child Rights

Abstract

Since 2015, the Seoul Metropolitan Government has been implementing the Senior Child Rights Teacher System to prevent child abuse at daycare centers. The role of the senior child rights teacher in preventing child abuse is to educate fellow teachers once a month, participate in small group education, counsel with colleagues and parents, and connect with the community.

However, since we have never evaluated the performance of the senior child rights teacher system, it is not possible to confirm whether the policy goals have been achieved. Therefore, it is necessary to evaluate the activities of children's rights missionaries, diagnose any difficulties in the implementation process, and seek improvement measures.

The main findings are: First, the activities of a child human rights missionary remind fellow child care teachers and staff of the importance of child rights and provide opportunities for communication for desirable interactions. Second, childcare teachers positively evaluated that the activities of senior child rights teachers are helpful in managing childcare courses. Third, participation in small group education to enhance professionalism is passive. Fourth, community network activities to prevent child abuse are insufficient.

Based on these results, the following policy proposals were made. First, it emphasized the need to reinforce the system and implementation basis for senior child rights teachers, second, expand support for capacity building of senior child rights teachers, and third, establish a community cooperation system.
